ECG would like to bring to the attention of its members that German road tolls (Lkw-Maut) will increase as of 1 December 2023, affecting all operators transiting via or operating in Germany.  

On 14 June 2023, the German government adopted the draft of a third law amending toll regulations which will have to be approved by the Parliament. The draft proposes the introduction of CO2 emission classes as a new tariff feature. This means that in the future the toll rate per kilometre will also depend on how much CO2 a vehicle emits. The proposed emissions classes for this tariff are not identical to the “normal” emission classes. Based on the draft law, most of today’s vehicles will be classified in CO2 emission class 1 (the most expensive one). According to the Bundesverband Güterkraftverkehr Logistik und Entsorgung (BGL) – the German Federal Association of Road Haulage, Logistics and Disposal – the new tariffs imply a drastic increase of German road user charges, nearly doubling the rates for most of the heavy Euro VI vehicles. Additionally, the BGL also underlines that the regulation should cater to heavy-duty vehicles (HDVs) powered by biofuels or e-fuels. At the moment, no reduction of toll is guaranteed for these, and they are placed in the same category as diesel-powered HDVs. More information about emissions classes can be found here

This new system introducing the CO2 tariff is based on EU legislation, the Eurovignette Directive which must be transposed by Member States by 25 March 2024.
