More than a year has passed since March 2024, the deadline for Member States to implement the Eurovignette Directive, which sets the rules for truck road tolls across the EU. While most countries have now transposed the rules into national law, practical implementation, such as updating tolling systems, is still ongoing in several Member States.
ECG’s 2025 report, an update to the 2024 edition, provides an overview of the current implementation status across the EU, including helpful links for calculating tolls where applicable. It also highlights recent EU-level developments, including proposed extensions of toll exemptions for zero-emission heavy-duty vehicles until 2031, supporting the transition to cleaner transport.
This report follows last year’s edition and provides an updated view of progress and remaining challenges across the EU.
