Eleven European countries have officially announced the introduction of a so-called "educational period" for hauliers regarding the obligation to replace tachographs with second-generation smart devices. During this period, companies from EU countries will not face penalties for non-compliance until the end of February. (Article last updated at 08:51 13 January 2025)

Under the provisions of the Mobility Package outlined in EU Regulation 1054/2020, all lorries engaged in international transport must be equipped with a second-generation smart tachograph by the end of 2024. Following numerous appeals from the haulage industry, member states agreed on a grace period to ease the transition.

At the suggestion of Brussels, EU countries ultimately decided not to impose penalties on hauliers without second-generation smart tachographs during the first two months of 2025. However, EU members are not obligated to adopt this measure.

The introduction of an “educational period,” during which no fines will be issued for the absence of appropriate tachographs in lorries engaged in international transport, has already been officially announced by ten countries. According to the Romanian haulage organization UNTRR, these include nine EU member states and Switzerland, which is not part of the EU.

The following countries have officially adopted the measure and informed enforcement authorities that no penalties will be issued for non-compliance with second-generation smart tachograph requirements up to and including 28 February 2025:

  • Denmark
  • France
  • Greece
  • Italy
  • Luxembourg
  • Poland
  • Slovakia
  • Spain
  • Switzerland

Other EU countries are expected to follow suit shortly.
